That's not feasible, but Dubai, Kuwait and Qatar are other options. These men need their humanity and the only way they can get it (in their situation) is through sex. That and the human touch is incredibly powerful and needed too. I've spent a lot of time thinking about this. The military's public prudery has taken away one of the few things that could be helpful to both male and female soldiers.
